Apartheid teknologi

Apartheid teknologi adalah penolakan transfer teknologi modern ke Dunia Ketiga atau negara berkembang. Istilah ini berasal dari kata apartheid dalam bahasa Afrika Selatan yang berarti membiarkan sebagian penduduk berada di kelas bawah yang terpisah. Kata apartheid juga digunakan untuk menyebut situasi yang tak diinginkan, misalnya ketiadaan komputer dan teknologi informasi di favela Brasil atau daerah miskin lainnya.[1] Istilah tersebut juga mengacu pada penolakan transfer teknologi atas alasan geopolitik atau neokolonialis. Pemerintah Iran mencap upaya penghambatan transfer teknologi nuklir oleh Barat sebagai apartheid teknologi.[2]

Beberapa teknologi yang dipermasalahkan adalah teknologi bermanfaat ganda, yaitu teknologi maju yang bisa diterapkan di sektor sipil maupun militer.[3] Sejumlah kritikus mengatakan bahwa isu teknologi bermanfaat ganda tidak relevan. Mereka menambahkan bahwa negara-negara maju yang ingin membiarkan Dunia Ketiga miskin sebenarnya menghambat transfer teknologi-teknologi yang penting bagi pembangunan ekonomi dengan alasan akan dimanfaatkan untuk keperluan militer.[4][5]
