You say about lies in Apple Lighting part, but by Yourself written similar, during rewrite...

Please rewrite it because You destroyed article, and written very hard to agree things.

It is not true that Apple is fully "EPS", and is supporting cable(wrong one, ). As You can see(in the same Annex II to quted 2010 law):

"2. DC Plug Connector Specification The cable assembly shall terminate in a Micro-B plug. The plug shall meet the USB- IF Connector Test Requirements (http://www.usb.org/developers/compliance/connectors/), shall be compliant to the Micro-USB Cables and Connectors Specification, Rev 1.01 (Micro-USB 1.01), and shall be rated to meet all electrical specifications. An EPS provided with a detachable cable shall be equipped with a USB Standard-A receptacle. Standard detachable cable assembly, supplied for use with the EPS, shall have Standard-A and Micro-B plugs and meet the USB-IF Cable Assembly Test Requirements for Compliant Usage of Connectors and Cables in Micro-USB 1.01. (http://www.usb.org/developers/compliance/cable/).” Above requirement also applies to detachable cables used as adaptor i.e. where the Micro-B is replaced by a proprietary plug "

This means that Apple at least partially violates European directive(which not always is "required law"). Until all European govt. approve it, it is rather only sign "what to do". It was "on the shelf" because most producers were voluntary doing it.

In fact this is why there in press there are clear info that European Parliament or others may be voting to approve it as a law(most producers agree, just there is mainly problem with Apple which have big share in market(and they probably will add it, because don't want to lose similar in size to US market), and not 100%, and many politicians have it products, with ongoing chance to have votes before voting).

In short - the Micro-USB is required, attached cable is not Micro, and because of the discussion(there are now even cars with USB built it chargers, and most people have this cable somewhere, which easy e.g. going to friend/work without charger) they would probably be by law required to have an adapter which in simplest way may function even as a data cable, because would be costly to block this function, not just a simple usb-connector to mainboard attachment (it can be as good called iPhone law). Other radio devices(maybe too), but this is discussion and may not be passed.

The additions I made to the Lightning (connector) article are all sourced with in-line citations. Anyone reading Wikipedia can refer to the citations to determine for themselves if the statements in the article are adequately verifiable or not. Most of the added citations refer to comments made by European Commission Vice-President Antonio Tajani. I presume Mr. Tajani is a reliable and authoritative source for information on the EC but if anyone can provide citations that indicate Mr. Tajani's statements concerning Apple are incorrect, they should add those citations to the article.
Many people seem confused about the 2009 European "Common External Power Supply" (Common EPS) Memorandum of Understanding (MoU) that 14 mobile phone manufacturers (including Apple) signed. Some commenters claim Apple has not complied with the conditions of the MoU because Apple phones do not come equipped with a Micro USB charging port. The MoU however does not require smartphones to be equipped with Micro-USB charging ports. The MoU only requires that smartphones sold in the EU be compatible with (be charge-able by) a common EPS - and also that anyone producing a common EPS must provide it with a cable with a Micro-USB connector. The MoU specifies the requirements of a Common EPS - including the cable and connector provided with a common EPS. As far as I know, Apple does not manufacture or sell any "Common EPS"s but they do sell phones that are compatible with all common EPSs - through the use of an adapter.
Some people who are unaware of or do not understand the requirements of the Common EPS MoU have asked the European Commission why the EC does not "force" Apple to change their phones based on the MoU requirements. But the European Commission has consistently and repeatedly responded that Apple is already compliant with the terms of the MoU signed in 2009. Because Apple phones can be charged by any Common EPS and Apple have made available suitable adapters for their phones - as allowed in the MoU.
"...[MoU] 4.2.1...if a manufacturer makes available an Adaptor from the Micro-USB connector of a Common EPS to a specific non-Micro-USB socket in the Mobile Phone, it shall constitute compliance to this article" and, "...An Adaptor can also be a detachable cable."

"The latest progress report provided by the signatories of the memorandum of understanding (MoU) has shown that more than 90% of the new devices put on the market by the end of 2012 support the common charging capability. This indicates that the voluntary agreement based on the micro-USB technology has been successful in delivering benefits for citizens without any particular need for stricter legislation.
Concerning Apple’s previous and present proprietary connectors and their compatibility with the agreement, the MoU allows for the use of an adaptor without prescribing the conditions for its provision. Apple was not obliged to consult the Commission on its marketing strategies and the Commission could not interfere on these strategies provided that adaptors were made available."
In the 2013 Parliamentary proposal recently voted on, some MEPs made comments apparently indicating they would like to pass a law that would require a common charging "socket" on all mobile phones. And this may become EU law sometime in the future - at which point it will be interesting to see how Apple responds.
There is also another similar but independent "standard" being proposed for mobile phone chargers - the 2009 GSMA/OMTP "Universal Charging Solution." Some commenters may be confusing the European common EPS/MoU with this GSMA/OMTP standard / proposal. The two standards are very similar however, unlike the Common EPS MoU, the GSMA/OMTP standard does require phones to be equipped with a Micro-USB charging port. Apple, however, did not sign/support this GSMA/OMTP initiative - presumably precisely because Apple had/has no plans to change the charging port connector on its mobile phones.

Chalk this one up to (my) ignorance. No malicious intent. I recently created a personal 'sandbox' page to draft a potential update to a Wikipedia article. As part of that draft, I was copy-pasting (consolidating) sections of text from several other wikipedia articles. The copy-pasted sections included infoboxes from several wikipedia audio recording articles. Those infoboxes typically included a link to an album cover graphic/file. Apparently a wiki 'bot' was flagging each and every one of those copy-pasted entries as a non-fair use violation (since the sandbox draft page was not the original audio recording article for which the fair-use justification was originally applied). Since my draft was just a 'sandbox' page - and not a 'real' article - I wasn't worried about those album cover links as I intended to clean up the sandbox draft (by re-editing text and removing links - including to album covers, etc.) long before publishing (going live) anyway. I didn't realize a bot would be monitoring/flagging a sandbox draft page for potential fair use violations. And I assumed (?) sandbox pages are not accessible to the general wikipedia audience anyway (???) Once I noticed the bot had started automatically removing those album cover links from my sandbox draft I thought, "cool that saves me some time so I don't have to go back and delete those album cover links from each and every section by hand." NOW I realize the bot was registering each and every one of those draft links as a non-fair use violation. Oops. I never thought a sandbox page would be monitored that way but, going forward, I will obviously delete those album cover links first / immediately from any copy-pasted text as I continue working on that draft. I believe my long wikipedia editing history adequately demonstrates that I am not an (intentional) violator of fair-use. And now I understand that the automated bots that monitor fair use do not necessarily distinguish between real/regular/'live'/publicly-accessible wikipedia pages and sandbox pages.

@JJMC89: The user claims that they were unaware of the problem. They thought that the bot would remove those files anyway, so they thought there would be no violation.
