At the time of the 2006 National Census, Zahra's population was 161 in 40 households, when it was a village in Ojarud-e Sharqi Rural District.[5] The following census in 2011 counted 222 people in 45 households.[6] The 2016 census measured the population of the village as 326 people in 59 households.[2]
Zahra was elevated to the status of a city after the census.[7]
