Vun 1983 bis 1989 war hien Offizéier an der Lëtzebuerger Arméi. Hien ass duerno an den diplomateschen Déngscht gaangen a war lëtzebuergeschen Ambassadeur fir Griicheland, Zypern a Rumänien.

Zanter dem 8. Juli 2009 ass hien ADR-Deputéierten fir de Walbezierk Süden an der Chamber, wuer hien 2013, 2018[1] an 2023[2] erëmgewielt gouf. 2024 huet hie fir d'Europawale kandidéiert a gouf, fir d'éischt fir en ADR-Member, an d'Europäescht Parlament gewielt, wou hie Member vun der EKR-Fraktion gouf.[3] Dofir huet hien den 11. Juni 2024 säi Chambermandat un den Dan Hardy ofginn.

De Fernand Kartheiser ass President vun der Association des hommes du Luxembourg. Hie war vun 2012 bis 2013 President vun der ADR.

De 7. Juni 2013 huet d'Lëtzebuerger Land reveléiert, datt de Kartheiser Duebelagent fir den CIA an de russesche Geheimdéngscht GRU war; dee Betraffenen huet dat op RTL Radio confirméiert[4].
