Serial opowiada o walce CIA z Al-Ka’idą przed 11 września 2001 roku.

14 września 2016 roku, platforma Hulu ogłosiła zamówienie pierwszego sezonu serialu[18].

Pod koniec stycznia 2017 roku, poinformowano, że w rolę Ali Soufana wcieli się Tahar Rahim[3].

W kolejnym miesiącu ogłoszono, że obsada powiększył się o Billa Campa oraz Michaela Stuhlbarga [5]

W marcu 2017 roku, poinformowano, że do obsady dołączyli: Jeff Daniels jako John O'Neill, Louis Cancelmi jako Vince Stuart, Virginia Kull jako Kathy Shaughnessy, Sullivan Jones jako Floyd Bennet oraz Peter Sarsgaard jako Martin Schmidt[2][6][7].

Na początku kwietnia ogłoszono, że w serialu zagrają Ella Rae Peck i Wrenn Schmidt[4].

W kolejnym miesiącu poinformowano, że Alec Baldwin otrzymał rolę George Teneta, byłego dyrektora CIA[8].
