Európsky konvent

Európsky konvent, niekedy nazývaný Konvent o budúcnosti Európy, bol orgánom zriadeným Európskou radou v decembri roku 2001 ako výsledok Laekenskej deklarácie. Jeho cieľom bolo vytvoriť návrh ústavy Európskej únie, ktorý by Rada ministrov finalizovala a prijala. Konvent skončil svoju prácu v júli 2003 s Návrhom zmluvy ustanovujúcej ústavu pre Európu.

Začiatky v Nice

Konvent má svoj začiatok na summite Európskej rady v Nice, ktorá sa uskutočnila v decembri roku 2000. Toto stretnutie chcelo dosiahnuť dohodu na procese revízie existujúcich zmlúv, na ktorých je Európska únia založená, ako predohru k rozšíreniu. Vytvoril sa konsenzus o potrebe začať „širokú a hlbokú debatu“ o budúcnosti EÚ a v dôsledku toho Rada prijala deklaráciu o budúcnosti Únie, ktorá bola pripojená k Zmluve z Nice. Bolo zamýšľané začať tento proces fázou otvorenej diskusie, predtým ako sa Európska rada stretne v Laekene nasledujúci rok, keď sa objavila lepšia myšlienka o tom, čo je nutné.

Deklarácia prijatá v Nice určila štyri hlavné témy, ktoré mali byť adresované:

Laekenská deklarácia

V decembri roku 2001, na stretnutí Európskej rady v Laekene, bola prijatá nová deklarácia, zaväzujúca EÚ k väčšej demokracii, transparentnosti a efektívnosti, a ujasnila proces, ktorým by sa mohlo dospieť k ústave. Malo sa to dosiahnuť konventom, ktorý mali tvoriť hlavné záujmové skupiny (stakeholders), aby sa preskúmali otázky o budúcom smerovaní EÚ. Mal vytvoriť „koncový dokument“, ktorého názov sa rýchlo zmenil na návrh ústavy, na odovzdanie Medzivládnej konferencii naplánovanej na rok 2004, ktorá by finalizovala túto novú zmluvu.

Práca konventu

Európsky konvent bol zložený zo 105 členov a predsedal mu bývalý francúzsky prezident Valéry Giscard d’Estaing. Jeho členmi boli poslanci z národných parlamentov členských štátov a kandidátskych krajín, poslanci z Európskeho parlamentu, zástupcovia Európskej komisie a zástupcovia hláv štátov a vlád. Konvent sa stretol po prvýkrát vo februári 2002 a potom sa schádzal na plenárnom zasadaní raz alebo dvakrát do mesiaca. Rokoval verejne v budove Európskeho parlamentu v Bruseli.
