GPU atau dulunya dikenal sebagai OGPU adalah singkatan dalam bahasa Rusia (Gosudarstvennoye politicheskoye upravlenie dari NKVD dari RSFSR" (Государственное политическое управление НКВД РСФСР)) dari dinas polisi rahasia dari Republik Sosialis Federasi Soviet Rusia dan Uni Soviet dari tahun 1922 hingga tahun 1923. Dibentuk dari Cheka (polisi rahasia) pada 6 Februari 1922.
Dalam buku panduannya, mereka seharusnya bertindak dengan beberapa batasan khusus yang berbeda dengan Cheka. Sebagai contoh, tidak seperti Cheka, mereka tidak memiliki kewenangan untuk menangkap ataupun menembak seorang tersangka kontra-revolusi dengan alasan apapun.
