Program Phobos (bahasa Rusia: Фобос, Fobos, bahasa Yunani: Φόβος) adalah misi tak berawak yang terdiri dari dua wahana yang diluncurkan oleh Uni Soviet untuk mempelajari Mars dan satelit alaminya, Fobos dan Deimos. Phobos 1 diluncurkan pada tanggal 7 Juli 1988, dan Phobos 2 pada tanggal 12 Juli 1988, masing-masing di atas roket Proton-K. Phobos 1 mengalami kegagalan saat perjalanan ke Mars. Phobos 2 mencapai orbit Mars dan mengirim 38 gambar dengan resolusi hingga 40 meter, tetapi kehilangan komunikasi sebelum melepas wahana pendarat Phobos.
Phobos 1 dan 2 merupakan rancangan wahana angkasa yang baru, yang merupakan penerus dari jenis yang digunakan dalam misi Venera tahun 1975–1985, dan terakhir kali digunakan selama misi Vega 1 dan Vega 2 ke komet Halley.
