Scud adalah serangkaian rudal balistik taktis yang dikembangkan oleh Uni Soviet selama Perang Dingin. Rudal balistik taktis ini telah diekspor secara luas ke negara-negara lain, khususnya negara-negara dunia ketiga. Indonesia sendiri pernah tertarik untuk membelinya pada tahun 1992.[1]
Istilah ini berasal dari pelaporan nama NATO Scud yang melekat pada rudal oleh badan intelijen Barat. Nama-nama Rusia untuk rudal adalah R-11 (versi pertama), R-17 dan R-300 Elbrus. Nama Scud telah banyak digunakan untuk merujuk pada rudal dan berbagai varian derivatif yang dikembangkan di negara lain berdasarkan desain Soviet.
