Halter schloss sein Studium als Diplom-Ingenieur ab. Er war Professor für Landstraßen- und Eisenbahnbau an der Technischen Hochschule München.
1957 wurde im Münchner Stadtteil Freimann die Halterstraße nach ihm benannt.
