צוות משא ומתן משטרתי

צוות משא ומתן משטרתי הוא יחידה או חוליה רשמית, בדרך כלל משטרתית, המיומנת ומופקדת על ניהול משא ומתן עם מפגעים (מחבלים, חוטפים, מתאבדים-בפוטנציה) לשם ניטרול הסכנה או השגת פשרה. היחידה המשטרתית הרשמית הראשונה שהוקמה כצוות משא ומתן הייתה זו של פרנק בולז במשטרת ניו יורק.

יחידת משא ומתן מטפלת במקרי אלימות רבים ובהם אלימות במקום העבודה (אנ'), אלימות במשפחה, אירועי התאבדות וטרור.[1][2]

רקע

ניהול משא ומתן הוא אינטרס מיידי של רשויות החוק והסדר בעת משבר, וזאת לא רק למציאת פתרון מוסכם על המפגע, אלא גם למטרות אלטרנטיביות כמו הרווחת זמן או השגת מידע נוסף על האירוע, על בני הערובה או על כוונותיו ועל אישיותו של המפגע (לעיתים לשם התשתו או ריכוכו). המשא ומתן המיידי מתנהל בכל דרך אפשרית בשעת האירוע - כמו בשיחה מבעד לדלת סגורה, דרך הטלפון, או אפילו באמצעות כריזה במגפון.

בדרך כלל מעדיף צוות המשא ומתן לנהל את השיחות באמצעות מכשיר טלפון נייד המסופק למפגע על ידי המשטרה, וזאת על מנת לאפשר בלעדיות של שיחה עם המפגע וניתוקו מאמצעי תקשורת עם גורמים אחרים (כמו התקשורת). לשם כך גם מנתקת המשטרה לעיתים את חיבור הטלפון הרגיל אל המתחם או מופעלים אמצעי למיסוך תקשורת במקום.

בשל הסכנה הנשקפת לחיי אדם, העבודה כוללת לחץ רב, אי-ודאות ואחריות גבוהה.

יחידות משא ומתן מפורסמות

היחידות הראשונות הוקמו כחלק מצוותי SWAT. היחידה למשא ומתן של משטרת ישראל היא יחידה מבצעית ארצית ואנשיה עוסקים כל העת במשימות המצריכות את הפעלתה. היא מתאפיינת ברובה בהקפצות לאירועים ברחבי הארץ כאשר קיים סיכון ממשי לחיי אדם. היחידה הוקמה בשנת 1978 לאחר רצף פיגועי מיקוח בהם חטיפת מטוס סבנה ואסון מעלות. היחידה המורכבת משלד פיקודי ומקצועי קבוע היושב בבסיס הימ"מ ובמחוזות השונים פזורים קצינים אשר, בנוסף על תפקידם בשיגרה, עברו הכשרה ועוברים תרגולים ורענונים והם המגיבים ראשונים לכל אירוע משא ומתן במחוז.

היחידה מספקת הכשרה מקצועית לניהול משא ומתן בארגונים ויחידות מיוחדות אחרות. היחידה מסייעת גם בחקירות מורכבות בהם איתור נעדרים, חקירות רצח באמצעות כלים רבים ובהם בניית פרופיל פסיכולוגי.

יחידת חילוץ בני הערובה של ה-FBI, עוסקת בניהול משברים, משא ומתן, מעקב סמוי ותמיכה. היחידה כוללת מומחי משא ומתן, מנתחי התנהגות ועוד.
